SeaPort-e General Guidelines and Understanding

Teammate responsibilities specifically include actively promoting development of task orders to be brought to the SeaPort-e contract. Information on each potential task order should be sent to Akima Intra-Data, LLC. The point of contact is Thomas Pool.

Identified leads will be registered and tracked by Akima Intra-Data. Work will be awarded to the teammate who first identifies, markets, and brings work to the contract provided that Akima Intra-Data determines this teammate is qualified to perform the work.

Akima Intra-Data realizes that its team is unique in many respects. Six of the seven team members are prime contract holders, which could be viewed by the customer as an obstacle to working together as a seamless, transparent organization in support of the customer’s mission and in developing a partnership with the customer. Each of our team members is unique in its core capabilities, which means we enhance and complement each other’s capabilities—a distinct advantage for our customers.

Akima Intra-Data will maintain records of task assignments under development and will attempt to identify and resolve any potential situations where individual teammates appear to be pursuing development of essentially the same task assignment (does not apply to prime contract holders). In these cases, Akima Intra-Data will encourage the teammates (new nonprime subcontractors) to work together to successfully win and perform the new task. Conflict situations will be addressed in separate discussions between Akima-Intra-Data and the affected parties. If teammates cannot agree on task assignments, Akima Intra-Data will resolve the conflict by reviewing each party’s position concerning the conflict. The Akima Intra-Data decision will be final.

Akima Intra-Data and its teammates understand that the SeaPort-e contract can be marketed to all offices and organizations within the Navy Virtual SYSCOM and other participating activities. It is our intent that all SeaPort-e teammates may market work in all SeaPort-e task areas. Performance of work on resulting SeaPort-e task orders will be determined as follows. Existing or “Rollover” Work: Akima Intra-Data agrees that any current teammate contract work that may be placed on this contract will continue to be performed by that teammate after award to Akima Intra-Data, subject to satisfactory performance and customer acceptance. Akima Intra-Data will apply quality control and program management oversight for any such rollover tasks to ensure continued high performance.

Akima Intra-Data and SeaPort-e teammates also understand and agree that new work under this contract may be generated in one of several ways:
  • The client will contact Akima Intra-Data to initiate an unmarketed sole source or competitive task.
  • A teammate may successfully market a sole source or competitive task to a potential customer that may or may not require resources from other teammates.
  • A teammate may independently identify and market a task.

In the first case, Akima Intra-Data will assign responsibility for performance of the task based on the required core competencies, availability of qualified resources, and satisfactory performance of Akima Intra-Data and all teammate). In the second case, we will work with the lead teammate on the task, as requested, to identify resources from across the team to perform the task. In the third case, teammate will be entitled to perform the task subject to (a) a determination by Akima Intra-Data that teammate is qualified for the task, (b) satisfactory performance and approval by the customer, and (c) Akima-Intra-Data’s overall management in the areas of quality control, program management oversight, billing, and financial control. It is understood that any firm fixed price task orders will require more Akima Intra-Data participation and management than that required for other types of task orders.

In all cases, it is important that task order intelligence, e.g., identification of any incumbency; whether the customer happy with the current work being performed; whether there is a favorite contractor; whether the customer knows any members of our team; the extent of any premarketing done with the customer; and other such information, be gathered and provided to the Akima Intra-Data project management office. Certainly this kind of information would be advantageous to our team in bid preparation.
